Overall, I encourage site owners to get to know how their site works, to know how to install WordPress, to know how HTML and CSS works, to know how to install a plugin or theme. I encourage these things because it empowers and can save you the site owner quite a bit of cash. As we all know though, sometimes that simply is just not possible. A publisher of a blog or magazine site, for example, may not have the time to doddle with the technical issues associated with running a web site. For many, what matters more is the content; writing articles, answering user questions, exploring new creative ideas and investigating news worthy stories.
For corporate publishers, this is all possible because of their collective nature, but not so with independent site owners who are for the most part on their own.
